UK ETS Phase 1 Opt-Out Scheme (Article 27)
Small emitters and hospitals are permitted by DESNZ (Department of Energy Security and Net Zero) to opt out of Phase I of the UK Emissions Trading Scheme as Article 27 reporters.
Although third-party assurance of reported data is not a mandatory requirement of the scheme, having emissions independently verified ensures accuracy of the data being submitted. The penalties for mis-reporting are severe and there are financial and reputational risks in getting it wrong. The logical approach is to have the report passed through a verification "filter" before sending through to the Agency.
Installations that opt for third party assurance will not need to be part of the Agency audit scheme and can thus avoid their visits and desk top audits.
