EU ETS Phase III Opt-Out Scheme

Small emitters and hospitals were allowed by DECC (Department of Energy and Climate Change) to opt out of Phase III of the EU Emissions Trading Scheme.

Although third-party assurance of reported data is not a mandatory requirement of the scheme, having emissions independently verified ensures accuracy of the data being submitted. The penalties for mis-reporting are severe and there are financial and reputational risks in getting it wrong. The logical approach is to have the report passed through a verification "filter" before sending through to the Agency.

Installations that opt for third party assurance will not need to be part of the Agency audit scheme and can thus avoid their visits and desk top audits.
